I usually finish them after Washington passes all the year's laws, which can be as late as Congress' holiday adjournment at the end of December. As you read previous years' versions, you may discern that I am not a big fan of the IRS. But they are only hopeless and helpless bureaucrats. Congress and the President (politicians all) deserve the real blame for the complex mess that is our income tax system. Voluntary compliance is dropping. One of these years the income tax system will die of its own weight. Then the politicians will be forced to resort to a simpler-to-administer system, such as Europe's Value Added Tax. Until the current income tax system fails, politicians will continue to make the income tax as we know it even more complex.
